You did right denying his request. No point - you're his target no matter what you do. One chariot should be down south when you can spare it (preferably by about 1000 BC) to watch his troop build-up. He can hit you pretty fast after going WHEOOHRN.
I was gonna suggest sending a chariot into Europe asap. It would never occur to me to actually build a scout - good job.
Another thing: Kot Begemot is pressed for space and there's no Hannibal on this map. He might try to jump with a settler. He has no copper anywhere, so a few chariots could hurt him bad. One scout around there would be good, just in case.
