After 500AD, we can decide what we want to do but we cannot declare war without prior warning for at least 20 turns after that date.
The issue of borders can be negotiated separately. For now, if you do not object, we can set something within the like of Turkey and Caucasian mountain range. I'll draw something up on the map later tomorrow.
Open borders though do not mean that we can run through each other's territory with wild stacks of units at any time. Let's be civilized and ask a permission first. It would be certainly granted and if denied, a valid reason will be provided. So, main purpose of Open borders is to provide good solid international trade income to the cities.
